CHILDRENS SAFETY OVER THE INTERNET
The safety of our children is foremost. Children are our most valuable asset. They are also the most vulnerable members of society. Protecting children against the fear of crime and from becoming victims of crime must be a national priority. Your foremost duty as a parent is to make sure that your children are safe, healthy, and un-wanting to the very best of your ability. If you have children, you worry daily about their safety as much as you worry about their daily needs. Is it not your worst-case scenario that they become the victims of animalistic depravity, that they become prey to a torturous deviant? I believe this matter deserves a healthy dose of obsession.
Public safety institutions are as fallible as we are human. The system works to the limits of our capacity to function as a decent society. Take Arthur Shawcross for instance, a convicted killer who was released on parole after a 25-year sentence, all according to our laws. After killing two children (that we know of), he exchanged his confession for a lesser crime, manslaughter and was only sentenced to 25-year in prison. Prior to the child murders Shawcross was already in trouble for child molestation. Two years they released him on parole and he killed twelve prostitutes over a two year period.

In the above case, the system that we, as a society put into place worked. A plea bargain and a reduced in exchange for a confession, followed by early release after so many years of good behavior. The system worked and twelve women died. The system worked and a known child molester walked the streets before killing two children. The system works to the limits of our capacity to function as a decent society.
We have no control over the weaknesses in our system, but we can somewhat control the safety in which we live.
Our homes are our castles. We think of our home as our Fort Knox, our un-breacheable fortress of security. The internet and other telecommunication technology that allow our children to reach out from the safety of our homes and experience new sources of knowledge and cultural interaction also leaves them vulnerable to exploitation And harm by predators and deviant souls.
The internet is an information highway going at a Giga speeds and all it takes, is the click of the mouse for a child to become road kill as they hit the road exploring this super information highway. There are individuals who attempt to sexually exploit children through the use of on-line services and the Internet. Some of these individuals gradually seduce their targets through the use of attention, affection, kindness, and even gifts. These individuals are often willing to devote considerable amounts of time, money, and energy in this process. They listen to and empathize with the problems of children. Unlike most parents, these individuals will be aware of the latest music, hobbies, and interests of children. They gradually lower children's inhibitions by slowly introducing sexual context and content into their conversations.
There are other individuals, however, who immediately engage in sexually explicit conversation with children. Some offenders primarily collect and trade child-pornographic images, while others seek face-to-face meetings with children via on-line contacts. It is important for us parents to understand that children can be indirectly victimized through conversation, i.e. "chat," Instant Messages, and via the transfer of sexually explicit information and material. Computer-sex offenders may also be evaluating children they come in contact with on-line for future face-to-face contact and direct victimization. Parents and children should remember that a computer-sex offender can be any age or gender. Like dateline NBC?s To catch a predator has shown over and over again, the computer sex offender can be anyone from a Rabi to a cop. As a matter of fact, I watched that show and I noticed that 99% of the offenders were the guy next door, in the mall, at the gas station . . .
